An out-of-state man was arrested Wednesday night, after he was found with heroin on Interstate 39 near La Salle. Oscar H. Cruz, 50, Tuscon, Ariz., was driving a semitrailer at 8:40 p.m. on I-39, going south, when a state police officer pulled him over for a traffic violation. A search uncovered almost four pounds of heroin, police said. Cruz was taken to the La Salle County Jail. The arrest occurred during a 24-hour enforcement in honor of late state trooper James Sauter who was struck and killed by a semi while he was conducting a traffic stop in 2013.
