Illinois governor signs sweeping school funding changes

Gov. Bruce Rauner (foreground) said at a July press conference (shown here) he would use his amendatory veto to eliminate extra money for Chicago Public Schools, and he did so. Rauner on Thursday signed into law sweeping changes to the way the state funds schools, including giving districts more flexibility on state mandates, allowing residents in well- funded districts to reduce their property taxes and creating a new tax credit for donations to private school scholarships.
