The Streator City Council will move forward on $5,000 of repairs to the former Armory, now occupied by the Streator Incubator and Activity Center.
The building needs repair to the lower portions of its metal roof attached to the parapet walls, as heavy rain is causing water to leak through.
Streator Incubator and Activity Center director Kevin Missel said upkeep on the building is difficult because the troops were formerly in charge of repairs and the records weren't kept properly, but he has faith in Public Works Director Larry Hake, who currently does repairs and reports to the city.
"The building is still in good shape, there are just little things here and there like the leaks," Missel said.
Future capital projects
Additionally, the City Council has budgeted $20,000 for a feasibility study looking at proposed expansion of operations at the Incubator in 2020 or 2021, if the city receives a matching $20,000 from the U.S. Economic Development Administration. The City Council is waiting to hear back on grant approval.
The feasibility study would be necessary for further improvements to the Incubator, which may include HVAC, commercial kitchen and internet upgrades, some layout changes to the building, as well as new signage. These upgrades may range from $350,000 to $400,000, with half of the money coming from the U.S. Economic Development Administration. The City Council also has planned for $100,000 in TIF funds to go toward these upgrades.
Since the city of Streator took possession of the Incubator, it pays only for insurance to the facility covering for catastrophic loss and the Public Works Department provides periodic maintenance with labor. Supplies and equipment are paid for by Streator Incubator, LLC, through a $65,000 grant from Streator Industrial Development Inc.
The property is leased for $1 to the Streator Community Development Foundation, which in turn contracts the operation of the facility to Streator Incubator, LLC.
The Incubator has been able to operate in the black by renting out the facility, according to Wrighton. All users of the facility, with the exception of the Small Business Development Center, pay fees for use of the building.
